MINUTES OF THE MEETING OF THE EXECUTIVE COUNCIL OF THE KASHYAP KASHMIR SABHA, GURUGRAM, HELD ON SUNDAY,12th DECEMBER 2021, AT MANDIR LAND PALAM VIHAR , GURUGRAM, HARYANA.

ITEM 1: Quorum being complete the meeting was called to order
ITEM 2: Appointment of the Chairman of the meeting “RESOLVED that Dr. Anil Vaishnavi be the chairperson and is hereby requested to take the Chair and preside over the first meeting of the newly elected Executive Council of KKS
ITEM 3: Grant leave of absence to those who have intimated their inability to attend.
ITEM 4 Being an introductory meeting of the new council no set agenda was decided for the meeting . The following

points were discussed and approved unanimously:

1.Temple Project to be expedited as early as possible.
2.How to Restore 80 G in view of no social or Philanthropic activities going in KKS at present.
3. Activity like free medical camp to be held soon.
4.Membership drive to be initiated soon.
5. Making the existing structure at mandir land as KKS Office.
6.Transfer of life membership to the successor of a deceased at half membership fee to be passed in next AGM.
7.Forming different committees for initiating different activities for KKS.
8. Updating of KKS life membership with issuing of KKS ID cards at nominal fee of Rs 100.
9. It was resolved that handing over /taking over exercise will be done on 19th December 2021 at 11 am . The venue for this meeting will be Mandir land . All erstwhile office bearers and former presidents and senior members will be invited to attend this meeting .

In our first Ex Com meeting held on 12.12.2021, it was decided that handing over taking over exercise will be conducted on 19.12.2021 thus meeting was organised accordingly. Besides this agenda our president had desired that all Ex Com members will take an oath to work for the welfare of KKS. The meeting started by inviting former presidents , Sh. Vijay Aima, Sh. M.K. Kichloo, SH. Lokesh Bhan, to the dais and Sh. Aima was requested to render the oath of office to the newly elected members of EC and the new office bearers. It was followed by a welcome note of General Secretary.Sh. Vinod Pandita previous GS handed over a pen drive to GS which is supposed to have all the data & information pertaining to activities done by kks during past 3 years.

Mr R. Wanchoo, the new treasurer put it forcefully on record, that Sh. Pankaj Dhar, the previous treasurer has not handed over any Accounts, Records, document or cheque books of the Sabha.Mr Susheel Dhar, shared that Sh. Sushil Bhat has the Life Members register (received from Sh. O.N. Kaul) the register should be handed over to GS once Mr Bhat returns back from Jammu.

Sh. Lokesh Bhan, past president spoke of bank accounts of KKS which are frozen due to certain complaint of erstwhile members of previous EC, including a specific bank a/c for Mandir project, and is ready to hand over Mandir a/c with IDFC Bank, which is operational, to new team.Other accounts which are not functional, the new EC and President/GS/Treasurer need to address with the respective banks with NOC from the previous authorised signatories.Those present requested Dr Anil Vaishnavi to give a reasonable time frame of 7-10 days to the previous office bearers of KKS to hand over all assets/documents of the Sabha, namely Steel thalis & public address system which are with Sh. Ajay Pandita, Oxygen cylinders which were with Sh. Pankaj Dhar, Original Conveyance deed of Mandir land (which is purported to be with Dr R Jalali), Oxygenators (donated by Overseas Kashmiris during COVID and other documents, Statutory records, Books of accounts in electronic form or otherwise up to date, to Dr Anil Vaishnavi and his team.

Those present were informed that the financial statements for the FY 31-03-2019, 31-03-2020 and 31-03-21, have been signed off by the Past President/GS/VP/Treasurer and submitted duly signed as mark of approval to the Statutory Auditor, Sh. J Tiku for his audit report.

Sh. Susheel Dhar,past member of EC expressed his surprise and shock that such financial statements of past three years are submitted by Past Treasurer after approval of Past office bearers, without the Past/Current EC being made aware of its contents. He sought that the same be made public to EC/Life members before the same are approved and Auditor’s report is released, in view of past allegations of fraud/Police complaints/siphoning of funds/change of authorised signatories without approval.

Further new body was asked by Susheel Dhar to take suitable action against the six Life members who created numerous bottlenecks in the functioning of Sabha in general and the recent elections in particular.
Response from many members was to make a way forward for construction of temple.
Sh Joytinder Tiku mentioned about irregularities in previous financial years, however in the interest of KKS he said we will have to file the papers in IT dept in view to avoid further penalties. The decision regarding what to do with irregularities in financial sheet will be discussed in next AGM.
Dr Anil Vaishnavi also reiterated that any action against them will be raised in the AGM as demanded by many Biradhari members.

In his concluding address , President Dr Anil Vaishnavi brought it to the notice of Biradhari that No significant documents were handed over to us except for a pendrive from Sh Vinod Pandita ji. He emphasized that he is requesting all members to handover all KKS assets,a/c details with land lease papers,Society registration documents,bill books, Cheques,initial member registration diary etc to us immediately. Otherwise he will have to take a corrigendum & any required suitable action of keeping KKS assets without any authority.
Sh. Shuban Sultan ji also assured the house that he will try his best to pardoned off the time delay fine, in filing IT returns of KKS .The ceremony was ended by Dr Anil Vaishnavi with vote of thanks to all Ex Presidents & RO. He expressed his gratitude to all Biradhari members for attending this ceremony.
